It's not like everybody in the USSR had a university education! There were actually about twice as many people enrolled in institutions of higher learning in the RF in the 2003 census as there were in the last Soviet census of 1989 in the RSFSR. Probably because education correlates with income today and it did not then (miners earned more than engineers, etc.).
