If the dynamic worked, this would actually be a great thing, since it would marginalize them just as much as back when they campaigned against social security or medicare.
But you put your finger on the one huge flaw: it doesn't go into force until 2013. So they can campaign against the idea without any beneficial reality there to change people's minds.
