Hehe yes, though if it does pass, we do know for sure people won't be asked directly ever again whether or not they like the way the EU is going.

That's thanks to the "passerelle clause" that was in the European constitution that the French and Dutch shot down in referenda, and that made its way into the Lisbon treaty (like 80% of the rest). In fact the Lisbon treaty came to be as a way to get the stuff ratifiable by parliaments rather than the people in 'problematic' places like France. After Lisbon, if the Council (EU heads of states) wants things done that it thinks might be tricky to get ratified through another treaty, it can just push to self-amend the Lisbon treaty.
