I haven't been following this thread, but you are being silly here. Nukes are good for nothing against another nuclear power except as a 'defense' against nuclear attack: Mutually Assured Destruction.

Only conventional forces can serve conventional ends.

And of course the USSR had serious reasons to fear a western invasion.

This much is a no-brainer, though irrelevant to question raised by Subject line.
