Doug: I meant in 1938, 1939, 1940 - the tail end of the depression years, before the war.

Somebody: Aside from whatever ill effects the renewed Depression had, the Molotov–Ribbentrop Pact in August 1939, temporarily ended Popular Front politics in America, and definitely diminished American Communist Party membership and influence. It also led to the imprisonment of Earl Browder and increased anti-communist repression during that two-year period.
