Perhaps the general rule permits the market to develop before absorbing it? And prohibition has had a profound effect on the market development. I can see how 'demented' applies but maybe it's not so exceptional. Anyway, it sounds like you don't see the process as an ongoing example of 'primitive accumulation'?
