A Microsoft exec has publicly advocated this concept:

Of course, this would be good for Microsoft since they claim to provide "trusted" systems, by which they mean the big media companies can trust your computer to protect their interests, not that you can trust the machine.

It would also be great for all the governments that want to monitor the net. The US and Chinese governments leap to mind, but there are lots of others.

It would not be at all good for users, for the net, or for freedom of speech, and would be horrendous for any political dissident almost anywhere.
