I'm not really sure what is meant by "barbarism," to be honest. I would guess he means "irrationalism" rather than "violence" (Trotsky not having a problem with war or violence per se).

I don't see the dual emphasis on reactive barbarism and technological efficiency in this passage... though it may be elsewhere in the essay. I see Trotsky's emphasis on barbarism continued from the past in the context of - and perhaps being reinforced by ignorance about - modern technology.
