Periodically, it seems, there are campaigns on the left, particularly
among anti-poverty NGO's, for versions of the Tobin tax on financial transactions. The latest iteration of this movement features the charming British actor Bill Nighy:

I was wondering what Doug's thoughts on this were. It seems that what evidence exists on the matter is rather ambiguous. Is the Tobin tax a rational demand or not?
