If you mean by "populism" demagogic appeals to superstition and prejudice, then this can't be a means for creating sociaiism. At least it can't be for what Marx means by "socialism," i.e. a society created by enlightened individuals with the developed ability to use their reason without guidance from others and, hence, immune to demagogic appeal.

For instance, appeal to the belief that the banking system is a clever conspiracy by individuals masquerading as Jews to use fractional reserve banking to establish world government can't be used.
