Since Republicans make the mantra of 'tort reform' a primary focus of  
health care reform, I began to wonder if there were a way to implement  
it to the public's benefit. If health care practitioners were to self- 
insure, is it likely that there would be more incentive to self- 
police? It would certainly be interesting to watch the squirming if  
the insurance industry were threatened with being taken out of the  
picture.
