Actually, what basic economic reasoning indicates is -- in this case -- very aptly in the direction of the revolutionary gradient. I don't feel particularly competent to lay out a detailed strategy on how to help artists and the public to fight for government subsidies to artistic production, journalism, etc. But with regards to art at least, the U.S. has a tradition that goes back at least to the Works Progress Administration's Federal One that benefited Jackson Pollock and others in the 1930s. Like every tradition, every new generation has to rework things critically, but at least it wouldn't start from scratch. I'd say, trial and error, in that direction.
