BTW, how can you be without ID? You need ID to get in and out of every port of entry in the world, so how could a passenger be without ID? You have to carry passports just to dock, even if you don't get off the ship. The local cops and or military can board a ship in dock and inspect passengers and cargo. I am nearly certain every port these vessels went to were boarded, id's checked, cargo inspected, and passenger and cargo manifests recorded.
A police stolen ID is a handy way to officially trap you in jail for a few hours. Stealing id's is another way to hide dead bodies, or hide the living, while you force (torture) out a confession of wrong doing. The convienent thing about the dead and severely injured is they can't tell anybody who they are. This means somebody's relative or friend has to file a missing persons report with some official police agency, who may or may not track them down across international borders, which is very tough to do.
