This missing one is that order doesn't arise from anything. It was already there, inherent in the structure of things. Does Aristotle ask, "where did (for example) dogs come from"? He takes it as a given that dogs are part of the world. They don't require explanation. (As opposed to "what is a dog?", to which the four causes would be applied -- what dogs are made of, how a dog comes to be, what the definition of a dog is, what purpose a dog serves.)
