The main target of the Terror was rival factions in the Party. I don't think popular support had much to do with it; most people supported the Terror because they viewed it as a means of getting rid of perceived corrupt and/or treacherous Party officials. It really did have similar dynamics to the European Witch Craze; it was a phenomenon initiated by the top that was greatly magnified when the public internalized its logic.
