Just a point of clarification: There are two different questions that should be kept separate - (1) whether the bill represents a victory for liberals/the left/progressives; and (2) whether right now it would be better for the bill to pass or to be defeated. For me, the answer to (1) is clearly no. But that doesn't imply any particular answer as to (2).
Personally, I don't find (2) to be a particularly interesting or fruitful question.
