They never try very hard, because, well, you know, a lot of white conservatives just don't like black people. Matt Taibbi has a bit about this in his book on the 2004 campaign. He volunteered at a Florida GOP campaign office. Central Florida's only black Republican (well not exactly, but he was the only one around the office) suggested that they go campaign at black churches using the moral agenda because they might be able to pick up some votes. No one ever listened to him.
