A high speed rail has been sought for the west coast of the US.

The project might be advanced by proposing that a high speed route be developed between Mexico and the agricultural area of Calif. The train could be used to transport workers to the US, and back to Mexico, probably for minimal cost to riders. Identity cards for ride eligibility could provide data to monitor access. This would contribute to resolving some immigration issues that face the government, and create a 'first step' toward building a sought after new transport system.

I'd appreciate any critique.
