What EXACTLY does that mean? The Supreme Court is arguably more of a political institution than a judicial one. In the past, most - if not all - Supreme Court Justices were political,not legal figures. Look at the Warren Court of the mid 1950s. Since the Justices are in many cases making political not legal decisions so whether or not one is a legal scholar or a sitting judge would seem not necessary, or even important, qualifications. SR
