They could have done lots. for example: two weeks ago Obama could have used his constitutional authority to call Congress back into session for two purposes--to extend the bush tax cuts on <200G incomes and terminate the >200G cuts; and extend unemployment insurance for the "99ers." That would have dominated the media with clear Dem/Rep populist issues. But that would be--oh horror--a Change(tm) from the way Washington has always operated.
