The opposition did a great job at stoking paranoia on this as the
nose in the tent for extending it to everyone. There's history here
too. In WA the legislature can suspend or amend ballot measures after
2 years and has done that with tax limitation measures in the face of
the budget crisis. In fact Tuesday voters overwhelmingly approved a
California style 2/3 vote requirement on all tax increases. It was a
bad day for revenue all around.
