Depends on what you mean by respond:
^^^^ CB: By not respond I mean didn't send US or counterrevolutionary Nicaraguan troops like Reagan did. All the talk you refer to doesn't mean much because , Carter didn't, in fact, send any troops, the objective and effective fact here. That's the political and military bottom-line, so to speak.
