I don't know about Carter's intentions. But I believe he said about the war in Vietnam that the destruction was mutual. So if a person can say this, when people in SE Asia are still being killed and maimed by land mines and Agent Orange has worked its damage on so many people, etc., etc., well fuck Carter.
