I would encourage others to try to read this. The early sections, in particular, are interesting. It's not a recipe for Russian-style shock therapy, but it is the outline of a country moving decisively on the path to capitalist relations guided by an authoritarian state. What's perhaps more significant than the loosening of restrictions on small businesses and increased privatization of state land is the description of how SOE's will increasingly be operated like private enterprises.
An increased emphasis on user-pays services, the orderly end of the ration card, discussion of means-tested benefits - if Cuba were a democracy, we'd have to say the conservative party just won power.
I think there's maybe one mention of socialism in the whole document.
