Wrong link. The title The Conflict Between Authority and Autonomy is the
first chapter in a book called In Defense of Anarchism. The Preface dates
to NYC, March 1970. The date is significant because a lot places had
undergone or experienced some form of what's call anarchy. So he
must have picked up on that
