Agreed. I want to give a materal reason for the difference between City Hall and University administration battles and outcomes. Remember the Black Panthers in Oakland were waging a war against Oakland City Hall and public schools, and to a much lesser extent in Berkeley. They didn't carry the same weight in the state UC Regent system. So the difference in battles and outcomes.
