Yes, Europe does better at redistribution and social services than the
US. But it's not as if those things are doled out willy-nilly. They
are tightly regulated. See this as an example:

for indigent pregnant women and children are not nearly as strict or
geared toward social engineering as in the Utopia across the Atlantic.
