21 minutes after getting that email, I received an apology:

"We just sent the below email and believe that the filter used to

send the mailing to overdue accounts was either filtered wrongly

or is broken. In either case, if you think you received the below

email in error please ignore.

"We are very sorry for any confusion of inconvenience.

"Chris Spannos / ZNet"

Their systems and processes are no doubt very creaky, and I think the word "obnoxious" could be applied to a bunch of things they do... But this seems to be an honest error and they quickly apologized.

As for reprinting without permission... I can imagine that many would find that really annoying, but do members of this mailinglist ask permission when reprinting someone's entire article, publicly archiving it? (Or maybe I'm missing something?)
