The UN resolution explicitly states that military force is authorized to stop any attack on civilians, period, i.e. from either side. Problem is, the Gaddafi regime has been violating the UN resolution every single day since March 19, whereas the rebels seem to be following the resolution and trying to protect civilians, as best they can.
