So I take that to mean no, it is not constitutional.

However, As Lenin said " Law is politics", especially this type of law. And the Michigan Supreme Court has a Federalist Society-led majority of Republicans, so, they may give a lying interpretation of the Michigan Constitution. I which case it won't be unconstitutional, because what the Michigan Supreme Court says about the Michigan Constitution is the final word on it, in the absence of constitutional amendment overturning their interpretation. So, there's an open question as to this law. Not based on the wording of the provisions, which is pretty clear, but based on the corrupt "reasoning" of Courts, just like the US Supreme Court, Scalia and all his bullshit.

I would suggest the city attorney of Benton Harbor issue a warrant for the arrest of the Financial Manger appointed by the governor, have him arrested and put in jail pending a hearing on the matter. Let God sort it out.
