That sound is part of the background in Dark Night of the Soul, one of the David Lynch songs on the Dangermouse and Sparklehorse album of the same name. It's there for most of the song, then switched off and back on. It really works.

^^^^ CB: There u go. Thanks . Of course it is a regular beat because the needle hits it regularly,almost. So, it's a mechanical percussion of sorts. Adds another a rhythm to the beat of the song. It's a quiet beat like a brush on a drum. The other thing is that it can give an antique feeling, even if the feeling is not completely logical. When I used to visit my grandparents' house, there were some of my mother's old Billie Holiday records, and of course they had scratches.
