Abdeljalil Mayuf is media and information director for Agoco an oil company operating in the east of Libya. Here is a quote from this site:  http://plattsenergyweektv.com/story.aspx?storyid=164111&catid=293   Libya's state-owned National Oil Corporation took larger stakes in the production sharing contracts, known as EPSA IV, at a time when oil prices were rising toward records in 2008. Mayuf said NOC had not served the Libyan people and suggested the country's energy management may be restructured.   Mayuf also suggested that the government should consider the attitude of countries to the revolution in considering relationships with dffierent oil entities. He mentioned China, Russia and South Africa in particular. No doubt the National Oil Company's power and control will be reduced and also restrictions on the type of deals with foreign companies will be removed.
