[lbo-talk] Release of frozen Libyan Funds

   I gather that there are billions of frozen Libyan assets and funds around the world. Exactly how doe the process of freezing work and who determines the thawing process and distribution once they are thawed out? Any ruler who fears they will incur the wrath of the global cops will surely store their wealth in ways that avoid this grab by the good guys of their assets.
