[WS:] I think you give him too much credit. He, and Western consultants (the so-called Marriott Brigades) did what Eastern Europeans allowed them to do - they simply used them to gain legitimacy to their own projects. Janine Wedel wrote about in her book "Collision and Collusion."
Keep it in mind that all politics is local - the British rule in India is the prime example.
