the discrepancies in standard of living between European countries are obviously much smaller then the world as a whole. in addition, you must separate out the different policies involved with creating the eurozone. Neoliberalism has a "freer hand" because of the removal of controls on capital and commodities in addition to the elimination of fiscal and monetary sovereignty in these countries. these are separate from the ability of people to move.

second, do you really think it would be possible to exploit workers under sweatshop conditions if that person could simply leave and go anywhere else in the world? you are of course correct that their are monetary and social constraints to doing so, but it would only take a small fraction of people to come pouring in for the whole project to come tumbling down. if they were forced to accede to such a demand the countries that dominate international politics would be desperately working to make sure that other countries were livable enough so that their people didn't come crashing in. that process would almost certainly eliminate numerous neoliberal policies.
