[WS:] Certainly. There is quite a bit of literature on the technocrats as a new social class in former socialist countries. These neoliberal economists were what Gramsci called "organic intellectuals" of this class.

Ravi: "Eastern European elite or reformists or whoever gave him the economies to mess with."

[WS:] I think it is still too much credit. I would compare his role to that of a drummer in a battle. He does not wage or affect the battle in any way, he merely announces the arrival of combatants to the battlefield.

Ruthless: "His intentions were good."
