I would certainly not dispute that (though under Wittgenstein's definition of "the world" as "alles dass der fall ist" it would be strictly false). But, logically, neither can he affirm it. After all, he's a philosopher so how can he argue that there exist things in the world when he, as philosopher, "does not even dream they exist...?"
