In a fantasy world, perhaps. In reality, no matter when or where Wojtek finds a "labor friendly" state he will find that, in the overwhelming preponderance of social conflicts in which the state (ie., the courts, the cops, and the military) intervenes, the intervention is violently on the side of the bosses and against labor. Any exceptions would rank among the least common of "Man Bites Dog" stories. In that fantasy world to recognize the capitalist nature of the state is "idealism!"
