When I think it's more accurate to say that the imperial managers don't care about what the masses think, in the sense that they do not and will not conform their actions in accordance with what the masses think. But at the same time, the imperial managers do care very much about public opinion as evidenced by the fact that they spend large sums of money every year in propoganda efforts that aim to "manufacture consent," as Walter Lippman put it some ninety years ago.
