It was direct policy from Ronald Reagan. He got into governor's office
campaigning to clean up Berkeley. Once he was governor, he pushed the
Regents to initate student fees, which over the years grew to become so
large
only the upper middle class could afford them. This effectively elimentated
any working class hope of a college education in anything except a
guarrantied high income professional degree.
