Do you remember the title or author by any chance?

Suprisingly Wikipedia does a pretty good job of summarizing Humphrey.

Because Wikipedia tends to get "edited" once there stuff has political
use, I have mirrored it on my own site - did not bother to copy photos
and stuff, so you will see broken links where graphics should be
