I think the provision for testing is tied to recept of federal funds. If states don't sign up, no funding which is too little anyway, and no leverage. CG

Correct. Wealthier school districts won't need the funds and won't give a damn about the tests. New Trier (than which no public school system is more famous for its quality) failed the tests -- and no one there gives a hoot.

If Wisconsin is a forerunner and not an isolated incident which will fade away, then in the activities which spread out from it serious opposition will result. If not, then at least for a generation or two the u.s. school system of the past is simply a memory.

Except that I don't know how to phrase it without falling into the trap of personifying "Capital," I would believe that the driving purpose is that the need for educated workers is declining and expected to decline further. The few students who filter through the traps being set will supply all that is needed.

One problem that might arise is that state budgets may not be able to support the prison population needed to complement this school system. Something else will have to be worked out.

But stop getting angry. Think and organize.
