Can someone provide any background on this?

As I understand it, WTI oil futures are traded on both NYMEX and ICE, the former being regulated by CFTC, the latter not? And what proportion of WTI futures are now unregulated (i.e. traded on ICE)? And has there been any change in US regulation over oil positions? Is oil still at 6% position? I've heard CFTC is planning to up it to 25% "in the next few years" (whatever that means... seems like in 2006 congress recommended immediate changes), but don't know if it has changed from the earlier 6%.
