The best version of this is found in a Balzac novel called "A Harlot High and Low," part of the plot involves a criminal master mind becoming the chief of police in Paris. It's the sequel to "Lost Illusions" (probably his best book).

This story puts me in mind of a great French crime movie called Le Samourai, directed by Jean-Pierre Melville and starring Alain Delon. There are a number of scenes in the movie where you see the hitman, played by Delon, and the cops who are after him employing exactly the same methods. One I remember best is Delon stealing a car using a keyring with a couple dozen different car keys (this is a '60s movie). He keeps trying one key after another until one starts the car. Meanwhile, cops are trying to gain entry to his apartment using a keyring with a couple dozen house keys. This was a hugely influential movie, especially on John Woo's The Killer.
