There is a difference between Libya and Israel though. Israel is directly under the patronage of the US. If enough people/states demand a no-fly zone and the US feels the need to play the impartial policeman it pretends to be, they will just say (like Bush Sr. did regarding Shamir's statement that he would funnel US funds directly to the settlements), you are embarrassing us and you will stop, and Israel will complain but follow orders.
