Joel Rogers explains Wisconsin politics as a struggle between an urban, social democratic base in Milwaukee and Madison allied with "progressive" capital-intensive dairy farmers against a very right-wing rural population (ex the dairy farmers). They're about even in numbers, therefore the swings back & forth by small margins.
