I've never heard of a strike that was not coercive. Why in the world would one strike otherwise. And a general strike, implicitly, is a demand that the government dissolve itself. That's why authorities hate anything that has the aroma of a general strike -- e.g., secondary boycotts (outlawed by Taft-Hartley).
