I'm sure spinmeister Frank Luntz would be a lot better at this.

As for what we'd do with the the violent drunk, wife-beater or pedophile, Brian Dominick has good vision. (http://www.youtube.com/watch?v=Kwgvjoj2lxY). In terms of more reformist action, the usual leftist program of legalizing+regulating drugs, and focusing on prevention and rehab (rather than punishment), makes sense.
