The gist was that her figure of 11 MM was completely fanciful. She said she compiled it from spoiled ballots, blank ballots, and "abstentions" i.e., people not voting. But "spoil" and "blank" were the usual > 1% each -- nothing worth noting -- and voter turn out was actually higher than average.
