The point he is making is based on the distinction between free speech (getting the message across) and the conduct in exercising that speech. The former is guaranteed, the latter can be regulated as long as the regulations are not based on the content and are narrowly defined to address a legitimate government concern.

In itself, it is a sound piece of legal reasoning, it the context that makes it ridiculous. Corporations do not have use the conduct that protesters do to deliver their message to the public and to government. Hence the quotation from Anatole France.
